My stb ex has applied to withdraw his retirement in NC he earned during the marriage, is there a way to stop him from getting it before the divorce is final, since i'm entitled to some of it. and being he owes back child support and is currently not payin

As part of the divorce he was supposed to declare that this income is available to him. You should check your divorce papers and let your lawyer know about this if it's not there. You ex would be violating a law by not disclosing it. It still doesn't relieve him of paying child support, and that is retroactive. (accumulative) -
