    The proper walking speed on a treadmill should be determined by level of exertion. That will vary, depending on an individual's level of fitness, age and overall health. The President's Council on Physical Fitness defines moderate activity that which allows you to talk, but not sing, while exercising. The Council defines vigorous activity as that which allows you to say only a few words before stopping to catch a breath.

    On the Other: Average Walking Speed

    Average walking speed is 3 to 3.5 miles per hour. This is just an average. Some people will need to start more slowly; some are able to walk much more quickly.
