Your question is a bit unclear. First, what do you mean by "sends no one to represent them"? Do you mean there is no attorney but someone from the agency, or do you mean there was no attorney and nobody from the agency? With the exception of corporations (and sometimes LLC's), a company can represent themselves pro se. As for your second question, the answer is yes. They can come after all the monies. Whether or not you received a bill is irrelevant if you owed the money. In most jurisdictions a litigant must make a demand for payment before filing suit. The demand put you on notice as to what you owed.

I understand your question even though it would seem unclear to most people. The answer is: no, it's not legal; and, they have absolutely no right at all to come after any of your money.
