Not as you describe it, no... No one should condemn someone else to eternal damnation of their soul, for as long as they're alive, until their dying breath, they have the option and choice to change their destination... at least that's what the bible says... However, I'll also say I've ever seen such a thing done either... I have known people who believe in the concept of heaven and hell and who have been concerned for others because of their belief, not wanting them not to have the opportunity to get into heaven... I've seen them explain things in an informative manner, according to their understanding, and I've even seen people pull out the bible and show people things... but I've never seen anyone tell someone they're going to hell due to a sense of having the "religious right" to simply go around and pronouncing condemnation upon people... Maybe I just haven't gotten caught up in these religious debates all that much... but I haven't run into people who have done that...

The only one who has the authority to determine where a person is going in the next life is the All Mighty. For anyone else to take it upon themselves to make such a judgment is to attempt usurp God's authority. Thus, such people should look to their own souls before they start condemning others. The only way that one of us would really be able to say where another is going is if they receive that knowledge as direct revelation from God. However, it has been my experience that few of those who are so quick to judge others claim revelatory authority for such pronouncements.

No. But, I do have the right to give my opinion. And, I won't "beat you over the head" with my beliefs. But, I will calmly explain why I believe what I believe.

No, not at all and anyone who does think they have the right to make such a statement hasn't spent a whole lot of time reading the scriptures they claim to uphold.
