First of all, the us government is not the only government that can prosecute juveniles as adults. local and state governments prosecute juveniles everyday. it depends on several factors. l. the crime 2. the seriousness of the crime and 3. the age of the juvenile at the time of the offense. juveniles can and do commit adult crimes. i guess the difference between minors smoking, voting and military enlistment and being tried as an adult, lies soley on one word....intent. the per centage rate of juvenile smokers would triple, if smoking were not banned. how many juveniles know or care about voting? not many. maturity plays a big part here. many males, even at eighteen are very immature. to enlist in the military, at that age, would create havoc with the number of enlistees going awol. end
