Yes, most local congregations have a budget that they pay to the denominational organization. The amount varies by denomination. Some community churches and Baptist groups do not have that.

Well the standard percentage for donations I believe is 12% goes into the church and 88% goes into the preacher's pocket.

Christians are tithed at 10% of their income. And currently, about $660 Million of that has gone to pay rape victims, that we know of.
