Probably. However, I suppose it depends on what kind of service was not good. She cannot control how fast the kitchen prepares your food. Sometimes the kitchen makes an error in your food, even when the waitress put in the order correctly. These things are beyond her control. If she was attentive, brought you your drinks, answered your questions, and didn't ignore you forever before coming by... then I don't see why I wouldn't give her a tip. The only thing that really irks me when it comes to the service I receive is being made to wait forever before the wait staff comes by, or they disappear forever once they bring something out. I hate waiting for water refills, and if I need something I'd like for them to be available to bring it. If they're there, and attentive and helpful - they get a tip.

Having waitressed in the past, I have a soft spot, even when service is lousy. 17% for mediocre and 20%+ for outstanding service. The pay is so low to begin with, I could never see stiffing them. I felt waitressing was one of the toughest jobs I ever worked, and I've worked quite a variety--from the military to UPS to secretary to telephone operator and more.

I usually try to call to the waitress' attention when I think I am being ignored. Sometimes the waitress has not control over how quickly things get to me, so I try to take in account how busy the restaurant is, the time of day, etc. If a surly waitress gives me good service but is rude, should I stiff her? No, so it works both ways.

If I think the waitress is trying to do her job, I tip well. It's a job, thank God, I've never had to do and never want to do. A server would have to offer truly poor service or extreme attitude not to get a decent tip.

Yes, niceness is one of the main things I consider important, even more so than good service. I think a person who is rude isn't giving good service anyway.

I always try to leave a generous (20% +) tip because, although I have never been a waitperson, I can only imagine the nonsense they have to put up with on a daily basis. If the waitstaff is having obvious difficulty with my/our dinner, then I would still tip at least 15%; everyone has a bad day. :)
