No, in western law there is no obligation for either spouse to provide sex for the other. It has been accepted that any attempt by one to have sex with the other against his/her will is rape.

Interesting question, and my answer is yes, you are obligated. If you don't, then you have to understand that it's going to have an effect on many other parts of the relationship. I'm a guy, and I'll be honest, if my girl won't have sex with me, then why is she with me? It doesn't have to be everyday. But if it's starts feeling like it's a chore for her to have sex with me or vice versa then I'm outta there. It's unrealistic to think that a guy is gonna be okay with his girlfriend not sleeping with him. If I didn't want to have sex with my girlfriend anymore, I'd either do it anyway, or I'd dump her, but staying with someone and not having sex with them is not an option. It's a situation that's doomed. Sex is important, on so many levels.
