I have a friend who has all identification except a birth certificate. Can anyone help in proper way to go about doing this? Details are below:
So my friend says he needs his birth certificate to apply for housing to ensure he is American citizen. His B/c was lost in a home fire years ago. He was born in Tyler Texas. I have no idea how to help him; and was wondering if the public had some suggestions.

If he was born in Texas, the local Department of Health will have his birth certificate on file.
