Your father actually owes your mother any unpaid child support because that money is due her for providing a place for you to live, food, and clothing. His obligation to pay child support ends on your 18th birthday. Your education is for your own benefit, not for your mother or father, but it is nice when they are able to help you with the expense of school. There are many ways to pay for college but it may take a little longer to get your degree. Good luck, it's a thing worth doing.

Sometimes child support is "laundered" thru the state -- i.e. dad pays the state and the state pays mom. If dad doesn't pay, then the state still pays mom, and dad owes the state.
