As far as I understand... ( here come the dr's) We can congratulate anyone on whatever we want.... YES, there is an accepted group definition, of what is and isnt appropriate, but, not by the staff. Some of the silliest questions Ive seen were nonsense congrats, but, they made people happy. Thats what this is all about. Have fun, and congrats. :)

Of course you are, but people might dislike you if you start to congratulate people you don't know very well. I know I would be a bit disappointed if I was congratulated by someone I've barely talked to

I suspect that even if the practice were outlawed, a few of us would still enjoy recognizing those who strive for excellence. ROCK ON! ;-)
