As kids we used to scale chain-link fences and no one taught us or trained us to do it. Height was no matter and any kid in the neighborhood could do it, including my sister. In fact, it was rare for us to even bother opening the gate, we'd just hop over it in seconds. And I wasn't even 8 years old yet.

In the beginning they are and can..and no disrespect to any officers out there that are physically capable of doing their jobs..buttttt..In the area that I currently reside..the officers would have difficulty in chasing down a 80 yr old with a bad hip...There needs to be some regulations on the physical part of the job. :)
