It is very, very unlikely to create a black hole: a fairly extreme version of an unproven hypothesis would heve to be true for it to do so. If it does, the black hole will evaporate in almost no time at all, according to a much more widely accepted hypothesis. Anything the collider can make, the cosmic rays which hit the earth every day can make. They just don't have the courtesy to do so where scientists can see it. If that energy level could destroy the earth, it would ahve been destroyed years ago.
