Strictly speaking, there is none. In the US Army, the Rangers fall under Special Operation Command. The Green Berets, SEALs, and Delta Force also fall under this command. Rangers are the ultimate in light infantry in the US and, perhaps, the world. Rangers can be used to assault a target, either on the ground or by air, and hold it for the arrival of heavier forces. An example of a Ranger op would be assaulting a hostile, occupied airfield for the purpose of securing an airhead that would allow the USAF to start ferrying in Strykers, Bradleys, or Abrams armored vehicles, etc. Rangers can also be used for long-range recon and surveillance.

Special Operations (SpecOps) is a broad term applied to units which are specially trained for a specific purpose. Rangers are one type of SpecOps organization. So are the Seals, Green Berets, Force Recon and more. They are all subsets of the SpecOps genre, so to speak. People have often asked "Which are the best?" The real question should be "Which are the best for (fill in the blank) job?" Seals are unmatched for the warfare conditions they are trained for. So are Marine Force Recon, Army Rangers, and so forth. There are even Intelligence SpecOps, people who are specially trained to infiltrate and extract enemy intelligence from whatever source required.
