Yes. Not necessarily every man, but nearly all men like a girl to have good hair. When is not necessarily the same as fashionable hair. If you believe in evolution, there is a good reason for this: good hair, especially long hair, is a good marker of long-term health. Bad health leaves a marker in bad hair, which stays around a long time. A girl who has long, very healthy, hair, is a healthy girl who has lots of resources to give to your children.

I've been told by guys that it doesn't matter how we wear it, but it makes us feel good so who cares, we can do it for ourselves if no one else.

Some haircuts can make a girl look unattractive to different guys, but in general guys don't care too much about how a girls hair looks. This being said, it should be combed and look presentable.

Some men do and they notice it too. But mostly I think that the guy is more into the overall look of a woman. Although I do know some men that prefer long hair over short and vice versa, but not the particular style. Now if the haircut and style you have is not flattering I think it is going to affect your overall look and they might not find you attractive. I never saw it as a competition between women it is more of a preoccupation or obbsession to look fabulous and sexy!

Guys do appreciate nice hair on a girl, well i do anyway. It is one of the first things i look at i must admit, though i am a fan of the natural look, that being no dyes, perms etc.

Yes guys care about how a girl's hair looks, not so much the length or colour or anything, that's generally personal preference depending on cultural differences. Rastapharians for example don't cut their hair at all as it is not in their religious code, likewise some tribes in West Africa shave their hair off much like the Egyptians did in an attempt to ward off heat and lice and instead adorned their heads in different ways. During the war women started to do more elaborate hairstyles as the cut back on clothes caused them to explore styles elsewhere and that's where the 40's and 50's styles came from. Greek and Roman women grew their hair long and tied bag into a chignon, a type of stylish bun. A common practice would be putting red henna in their hair and sprinkle it with gold powder, (obviously something the wealthy would do). This was a simulation of sorts to the Greek goddess, Aphrodite; also known as the goddess Venus in ancient Rome, both the same woman depicted as the personification of love, lust and beauty. 
To this day long ‘golden’ hair is seen as an iconic signifier of femininity probably originating from women wanting to appear like the goddess’ of that era.
 An interesting interpretation of a woman’s hair in mythology is that of Medusa as beheading her caused two offspring to spring forth from her neck: the winged horse Pegasus and the giant Chrysaor. (odd as Medusa was once a the most beautiful woman turned Gorgon by being raped by the "Lord of the Sea" Poseidon in Athena's temple - not fair!) So baaaaasically what i'm saying is it depends on culture, subculture and shallowness. Some prefer long hair, some don't mind short. Shorter hair nowadays is a sign of independence and boldness as it's pretty brave to have really short cuts (not to say long haired people aren't independent).. But yeah sorry for the splurge but it helps to understand why we think certain ways of certain things sometimes =] Personally i've had short hair, mid hair, coloured hair etc and atm i'm growing it blonde and long as i haven't done that yet =]

Just keep it looking healthy is more important then the actual style. We care, just not as much as you do :P
