On any series of the whole Star Trek franchise, anti-gravity tech exists. However, the chairs used anywhere on Star Trek look like the chairs made today. Why weren’t they floating anti-gravity chairs that we’d expect to have by the 23rd Century?

While possible to use antigrav for chairs, it would not be very practical. A chair once built takes no energy and releases no energy it is static. An antigrav device takes energy and only works as long as it has energy.
