The number of car accidents a person has had can be a clue to how safe of a worker they are, as usually if you have a large number of car accidents, probability is against that none were your fault. Alot of employers want to avoid employees who will not pay attention well and risk harm to themselves or others, or mess up on their work. It is legal for an employer to ask for any public information (which car accidents are public information) that could pertain to the job in any way. So even though the job does not require driving, your record could be of use in whether or not they want to risk hiring you.

If the job doesn't require driving, do you think they will go through the expense of verifying?

I am sure there is a reason for this question on the application. maybe, the employer wants to know about the accidents and if you have been involved in lawsuits involving the accidents. He is fishing to see if he will be sued, if the situation presents itself. I really do not know if this is the case here, but the employer is asking this question for a reason. is it legal? probably not and you can refuse to answer this question. but, refusing may also eliminate you from being hired. something to think about.
