They are required to tell the truth, but if they're dishonest and it's your word against theirs .. you're screwed.

If the police were required to tell the truth they would not be able to effectively do their job. Imagine if an undercover cop was doing a sting and was forced to tell the truth when asked if he was a cop.

Yes and no. In every day situations, the police should be honest. In a criminal investigation, the Supreme Court has ruled that the police can lie to a suspect, in order to receive the truth.

Yes, they are supposed to be their to protect honesty and freedom... by lying they ruin that... although chances are a lot of them do lie... especially in big cases - there are lots of examples of this.
