Is that due the "Imaginary Line" of defense i.e. the Maginot Line and their antiquated defense tactics entrenched in WWI strategy where they failed to learn the true threat that a mechanized assault would deliver then I say yes but since they no longer have any threats from European nations, they can spend their time being France, build their nation and not worry about war since France was the battlefield of Europe for a lot of WWII and I don't blame them for avoiding war.
