I would recommend running a thorough virus and spyware check, as this sounds similar to a problem created by worm_mydoom.b or the W32.Alemod Trojan and similar little nasties. Do this in safe mode if necessary. Then uninstall Norton Cleansweep if you have it. Also check the hard disk and set the system to automatically fix any errors and, if you can, check your ram. If none of these cure the problem, do a system restore to when your system was working correctly or run system file checker as a last resort.
