Are kids really allowed to dress for school in California (particularly LA) as they do in the movies? Short skirts, shirts that show their stomachs, etc...

That's how kids dressed here in SC when I was in school. Of course, it was frowned upon, but the teachers rarely upheld the dress code. I'm guessing LA would have that same situation.
