There are basically no rules as of right now when it comes to penalties. You just have to be careful sometimes when flagging. The only fact is, if one receives too many rejections from flags consecutively, then the penalties start to apply. As of right now, -10 points can be deducted. After that, it begins to apply more if you still receive rejected flags. If it still happens, then the Penalty Box can be considered to a user, according to the user named Baltair Stancer.
