Angels never had free will or desires of their own and they are therefore like robots, incapable of disobeying God. According to HQ 66:6 angels " flinch not (from executing) the Commands they receive from God, but do (precisely) what they are commanded." God did not want us to be like robots. He gave us free will and desires so that if we were to love and serve Him it would be out of our choice and if we were to disobey him that too would be because we chose to do so. HQ 18:29 “Say: (It is) the truth from the Lord of you (all). Then whosoever will, let him believe, and whosoever will, let him disbelieve.”

The fact that he did not create us to be robots shows that he is a loving God, because he gave us to be free moral agents.
