These old fuses do screw in and out like a light bulb. on a blown fuse the center would be discolored or blacken. You should first make sure your not standing on a wet floor and use plastic gloves. unscrew the fuse turning it counter clockwise then replacing it with a new fuse. I would check with your landlord as it should be his/her job to fix it. I do not know where you are from but I do believe this old type fuse panel is not with the standard electrical codes and should have been replaced.

Your fuses are ''Edison based fuses'' and are safe as well as still available.
