No, you many not. First, in this context, "to" is not a verb. It's only an auxiliary in a verb infinitive, for example, "to run." The sentence as it stands is an incomplete sentence. I think "toward" would be better. "Blah blah blah shows a unique outlook toward foreign societies." If you want to use "to," you'd have to change the sentence structure to be: "Blah blah blah shows a unique outlook with regard to foreign societies." I hope this is helpful.

You should always use 'on' with 'outlook'. It is one of those words which is actually metaphorical, expressing that you have a view of the subject that is overarching, the kind of view someone would have from being high up and looking down *on* something.
