No. The time for $1.45 a gallon has passed, and should have passed, long before.

Yes -- It fell from $3.30 in my area to $2.70, so that's a 60 cent decline. Another 71 cents would take it to $1.99. I think it's quite possible that we'll see $1.99 or less in the next few years.
