Because she want's attention, but not from you. Women are very strange creatures. See, we wear short skirts, but when you appreciate it, we don't like it. Why? Because the skirt is for someone else. We want Mr SoandSo to look, not average joe. Also, I think they might not realize that when they're wearing a top so low cut, they don't look smart, they look skanky. It's an attention thing.

i think its because some women are confused about what their roles are...wanting to be seen as feminine and sexy yet not treated as skanks. its the same as a scenario whereby a woman walks past a construction site and men cat call and whistle, yet she gets offended, thinking "typical". but let her walk past and not get one comment or cat call and she will feel very unattractive and insecure. you guys dont have it easy!!!:)

Not glance, but it would if you stared or commented.. I would really regret my choice of top and spend the rest of the day or night wishing I had chosen to wear something a bit more decent!

If I actually had a lot of cleavage that I could choose to display, I would not be bothered at all by a respectful glance. Alas, this is not a problem I am burdened by :)
