People get freckles where sunlight hits them. If you stand under the sun at any time in the day it's mostly coming straight down, unless you're at the poles. The areas of the body which are generally always exposed to light from above are the shoulders, backs of the hand, forearms, knees, feet, bridge of the nose, upper cheeks and top of the head because regardless of what action you are doing outside in the sun, these are faced upward.

that's probably where they are getting the most sun. freckles pop out with sun exposure.
