Sarah Palin, Private Citizen is touring to promote herself & sell her book. A big part of which consists of bad mouthing the President. Why is she being allowed to promote her book on Military Bases? Would any other writer be allowed this privilege?

Yes, reason being: Many of the facilities on a military base are contracted or private owners (such as the burger kings and other fast food restaurants) in addition, most of the PX's and BX's rent space like a mall, so you could actually have a bookstore in the PX facility that is owned by a private owner. Most Americans don't realize that a military base is not a butch of tanks driving down the street, but a sorta mini city with all of the amenities of a regular city, they have parks, and gas stations and other stuff, so it would be like her visiting any other town in the US.

She was not able to give any speeches or have the media present. All she did was sign books. There is nothing against what she did. . Anyway Obama has given speeches at military bases and he hasn't had one speech yet where he hasn't said something against Bush.
