Forgive me if this sounds like a smart-aleck response, but don't the recipes you have, differentiate between raw rice powder or roasted rice powder, and tell you which one of the two to use in the dish you are preparing? As you can probably tell, I don't know very much about recipes and cooking, but I'm fairly adept at eating. +5
