  • Sure have. If you have equipment or items for sale they will tax the value. They do it in Iowa.
  • It is part of property tax. The value of merchandise for sale can be taxed. Often called a shelf tax. Laws vary from state to state. If you think this is wrong, notify your state's secretary of state or contact your state rep and ask about it.
  • Several years ago I worked in the corporate office of a freight company with hundreds of locations worldwide. Part of my job was tracking and renewing the business licenses (and figuring the fees) for all the domestic stations. I can tell you that each one was different. Sometimes it would be a flat fee based on the type of business. Sometimes it was based upon gross revenue. Sometimes it was based upon the value of the assets on the property. Each city, county, parish, etc. can determine what they want to base it on. There are even some places that you are required to have a business license just to do business there, even if you don't have a location there.
