The short answer seems to be "yes". The less tinfoil-hatty answer is a *qualified* "yes": it causes earthquakes, but very small ones. No. The geology of earthquakes is related to "fault lines" or overlapping shelves of rock deep below the surface. Oil deposits, even within a fault line have no affect on whether a quake will occur there, even when "sucked out". The drilling is so miniscule and shallow compared to a fault line, it could not cause one.
