No. The payment of overtime is not a right. Rather, it is a duty placed on employers. If it were a right, then your mother could waive the right by contract. However, your mother cannot waive a duty placed on an employer by the government. The only way an employer can avoid paying overtime is by making your mother salary exempt. However, to do this your mother would have to make at least twice minimum wage, and she would have to work a job that qualifies for exemption.
