My computer uses Window's XP and I want to completely reset it and put XP back on it. I know with 98 you could create a startup disc that allowed this. Can you do it with XP? If so how do I do it?

If your box works right now(back up your personal stuff), just put the XP disc in your drive as it re-boots it will walk you through either fixing XP or wiping and re-installing XP.

Do you have any sort of recovery parition on your hard drive or recovery utility installed that goes through the process of reinstalling the operating system? Some vendors install the recovery software on a small hard drive parition instead of giving you a set of recovery media on CD or DVD.
