While I don't discount hereditary influence, I believe the vast majority of behavior is developmental. An integral part of parenthood is the instillation of social and cultural mores and the sense of respect for them. If that important task is neglected or improperly conveyed the result is an adult lacking the developmental basis for responsible citizenship in any culture or nationality.

I'd say it can be both. Everyone has a little even if its a slither of evil in them. No such thing as a pure of heart human being.

Evil is certainly something that has to be developed. No one is born evil. Unfortunately, some people are not as fortunate as others and are deprived of love and affection in there homes. Some people, as children, see violence and think that it's ok because it's all they know and have seen. Everyone is given an equal chance at birth. It is the circumstances, childhood, experiences that make people who they become not who they are.

Its the nature of humans to have evil in them. They are born with it. You can learn right or wrong but you are born evil or good.

This is a question at least as old as mankind. I personally believe that some forms of what we refer to as "evil" are due to types of brain dysfunction, such as sociopathic tendencies, lack of empathy, etc. Other types of "evil" appear to develop as a consequence of abuse ( although not everyone who is abused becomes "evil" themselves ). Part of the problem is in defining "evil" in the first place. Certainly mass murder is evil, as is child abuse, but what about a failure to empathize? Is that "evil" as well? We could discuss this for hours on end!
