In the United States? No, the political climate won't permit it, at least not for the next fifty years (ask me again in fifty years and we'll see if things have changed!) Men's bathing suits are usually still pretty modest (except for the "sling" styles) but suits meant for young women (think Fort Lauderdale at Spring Break, if your heart can stand the strain) are basically the equivalent of a nude beach, being scarely more than a g-string and pasties. Yes, in answer to your other question: go ahead and take off your pantaloons.

I would think no but your right to say it is getting smaller so it may progress to nothing. For example, what is "normal" on a beach to day would have been unbelievable 50 years ago, so who is to say that what we think is crazy now will be the norm in swimwear in 2057. But then I think economics and insecure women. The swimwear industry makes to much money for it to go away and there are more than enough women (and men) who are already uncomfortable with even the most modest suit so they will never goes au natural

The monokini has been the fashion on European and most other beaches around the world for 20 years. Certainly on the beaches in the Caribbean, just not around the pools

In some nations, such as Sweden, Denmark, and Germany most beaches allow nudity. The US may soon begin allowing more of its beaches to be nude as well.
