Check your contract, most RE contracts are signed for a specific length of time, say 3 to 6 months. After that time you can be released from that contract and look for another agent.

You say your agent is "unwilling". Have you specifically asked for an open house? If yes, you should speak with the managing agent of the agency you employed, or the agency owner. If they remain unwilling you might ask to be released for lack of service.

Agents work for you. Many do not see any advantage to open houses, since a lot of people use the internet now. But an outright refusal seems strange to me.

This happened to me too. My contract was for 90 days because I negotiated it that way. Our Realtor no showed for an open house he scheduled, failed to advertise and then advertised incorrect info. We called his broker and discussed it with her. She got him in line again, but we got an assurance from the broker that if we were not happy, we could cancel. Be open and honest about your concerns and expectations with your Realtor. If they do not respond, go to the Broker.
