That he wants to kiss you yeah. But by the "go in for it" that sounds like he'd prefer that you really want to kiss him and not just pretend to be interested in such.

Well, unless he's a sociopath and wants to kiss you for some unkowable and crazy reason, yes, he likes you. Can you think of any other reason he would "want to kiss you"?

It means he's probably too immature and nervous to do it himself. And he probably overheard something how it's hot when a girl takes charge and wanted to try it out on you.

He wants to know that you want it too. *chuckles* I remember a night like that... "I want to kiss you, but you're gonna have to do it first..." It was cute. He was shy about it. It was his first kiss and he didn't want to rush things and possibly screw things up. Maybe that is also the case here. If you really like him and want to kiss him, do it. Just don't do it because he asked that you do. Good Luck!
