What does it mean whne two cities are "twinned", or paired together, in different countries? It's also sometimes caled "sister cites".

In Britain it is a good excuse for the town councillors to visit the twinned city.

The city just south of here, Hagerstown, MD. is twinned with Wittemburg, Germany, according to street signage. Not sure what it means, but it's a nice city;)
