For Mandrake Linux 10.0: Go to Applications: System: Configuration: Configure your Computer Enter your root password. Click on Security: Level and Checks: System Options Set the field 'Reboot by the console user' to yes. This may not allow you to shutdown from X Windows, but you can from any terminal. For other linux distros: Check your security settings. I don't know where they are, though... sorry. Hope that helps.

Probably the most universal way to do this would be to allow the users sudo access to run the shutdown command. This would allow any user to type 'sudo shutdown -r now' in the prompt and the computer would reboot. From the sudo page: Sudo (superuser do) allows a system administrator to give certain users (or groups of users) the ability to run some (or all) commands as root or another user while logging the commands and arguments. Preferred installation may vary depending on the linux distribution you are using, but setup will be the same for most. Your best bet would be to use google to look up a sudo tutorial that is written for your distribution and go from there.
