  • Tobbacco companies are one of the biggest tax / revenue collecting sources for govt. The govt will not ban them, but make it mandatory to write the hazard of smoking on the cigarette packs.
  • By and large, they don't *put* them there. Either they are a natural part of the tobacco leaf, like the nicotine which is the main create for people wanting them, or they are created by the smouldering burn. Smouldering is a sort of natural chemical factory which will convert any complex chemicals - such as all living things are made of - into a veritable witches brew of strange chemicals, several carcinogenic.

  • If you follow it back far enough, you will probably land at the 21st Amendment (which repealed the 18th Amendment, which established Prohibition). Consumers are supposed to be given the choice, and if people didn't want it, they wouldn't buy it. That's the argument. Of course, it's based on the premise that the consumer has the information they need to make that choice. So the lack of full disclosure on the part of the industry mucked up the waters a little, and resulted in a lot of lawsuits. But ultimately, now that we're all supposed to know what is in cigarettes, it's again up to us to make that decision for ourselves. The government is not in the business of making our health choices for us. If you think about it, it's a slippery slope. What would be next? No high-fat foods, no refined sugars, no non-organic foods, no caffeine, no alcohol, mandatory breastfeeding, mandatory aerobic exercise...
  • One word: Lobbyists. Very good, very powerful lobbyists. The "K Street Clan" is an extremely influential group of businesses whose sole purpose is to peddle favors and money to government officials for the industries that hire them. This includes tobacco companies. It really amounts to bribery in order to get special laws enacted or prevent them from being enacted. It is supposedly kept in check through legislation and oversight, though, as we have seen just this past year with the exposure of bribes and links to Jack Ambramoff's lobbying.
