Many bad deeds aren't crimes, even if they hurt other people. Accordingly, those who are willing to hurt others to get ahead (or just for fun) will almost always get away with it.

A lot of it has to do with "the system". For example, in the US, people are presumed innocent, so unless you can PROVE they did wrong, they can get away with it. I don't consider this a bad idea, I know I would want to be presumed innocent, too. Bad people have bad karma though. They aren't ever going to have genuine friends or people who genuinely love them.
