I live in a bungalow with concrete floors, whats the best flooring (see below)?

My neighbour has hard flooring and noise transference is loud, I've put false wall in, would carpet or hard floor with underlay be best, as want to avoid mould growth aswell, any soundproofing tips? Cheers my peeps!!
