  • The pre-shipment notice is just the sender (VA in this case) entering the tracking number into the system. The item is then either taken to the USPS or picked up by the USPS where it is accepted for delivery. From there, it utilizes the system the same as any other item shipped via the USPS.
  • 1465 is correct. Probably the "transporter" is indeed the USPS and the pre-shipment notice is what happens after the VA prints out the label and notifies the USPS that there is a(nother) package to be picked up. Naturally the USPS does not pick up the package until the following day, and it being the VA they likely have several such packages going out every day.
