I would say that this is not something specific to Mormons girls. I would also say that it depends on how serious the kiss was. If the kiss was more of a kiss on the cheek to a brief kiss on the lips, then I would say that it means that she likes you, but is not interested in you romantically. If she is going beyond this, but telling you that she does not love you, then I think that you should be wary. She is playing games with your emotions and that is not a good sign. Again, I don't think that this behavior really has anything to do with her religion. Some girls will behave in this manner no matter how they were raised our to what religion they belong.

I'm not sure what this has to do with the girl being Mormon. From my observation, people who don't love each other are kissing each other all the time. It doesn't fit with my personal philosophy of kissing, but it happens frequently nonetheless. In my mind a kiss communicates love, so I generally view such circumstances as either conflicted, irresponsible, or duplicitous.
