Yes. I was once given the job of breaking in a guy on an entry-level bookkeeping job. He had a brand new accounting degree from McGill University and I thought "this will be a snap." Lord. At one point I asked him, "You do know the difference between a debit and a credit?" "Uh, oh, yeah, yeah, sure." I gave it a half day and went to the boss and asked him to give the guy to someone else. They wound up giving him a desk and a phone, where he sat for a couple of weeks when they shipped him off to another office. Someone's nephew I suppose.
