um ya bra sizes differ depending on the brand one day i can wear a dd with one brand with another im a c, but honestly i would go with a strapless bra or patches for your outfit, no padded bras, to me they are uncomfterable and dont show your form. if you want clevage and busteyness put patches on and when you putyour shirt, dress or halter on stick your hands in your shirt and lift the girls up!

Did you seriously ask if you should wear a padded bra? Why don't you go to a store that specializes in fitting a bra to a person. We have them here in the US so you guys should too. Most women are wearing the wrong style and the wrong size. This would be a great aid to answer your question with an expert in person and unless you buy the bras, the fitting is acutally free.
