No. He will be counseled to pay a full tith from that point forward. He will be considered a full tith payer again when he has been doing it long enough to show a clear pattern of obedience to this commandment. . They will actually be advised against paying "back tithing". To God it isn't the money that is the important thing. It is the obedience to his commandments. And the only way to put things right with him is to begin now and be obedient in the future.

I'm still wondering why LDS members don't study the history of tithing, there is much on the subject and 2 sides to every story. I have nothing against members but I know I would be jumping up if members money is used to produce for profit businesses Once said to the tune og 600 million. Then told no paid positions in the church. So it becomes pay,pay, pay and someone in the higher ranks of that church is getting fact. Hard to believe that someone can keep that many people from looking at the real truth. It is that easy to find.

According to my "ex"Bishop, Tithing is/was "fire insurance" and that it was paramount, that such be paid in full. And it was absolutely necessary to get out of arrears. And I've noticed folks put off spending money on their kids (clothing, medical, food, etc.) to insure that their tithing gets paid.

How long is the period in question? People would typically try to start fresh, but if someone was in the habit of paying some every week then misses a few weeks, he would probably want to make up those weeks. The point is to establish a pattern of regular contribution, not to account for every penny ever earned since birth. God is not the IRS.

By paying a full tithing (including that which he/she has not paid) one is repenting. Tithing must be paid in full, both "back tihing" and otherwise. However if the member has not managed to cath up but is paying more than his normal 10% to cath up on "back tithing" then this would probably be considered good enough commitment for a temple reccommend to be issued to that member.
