There are several ways, but most of them are rather hazardous if you don't know what you're doing.

grip the bullet very firmly in a clamp or vice grip. put a nail to the butt of the bullet (where the pin in a gun would hit it) then strike the nail with a hammer. TRY AT OWN RISK, VERY DANGEROUS>

This isn't something you want to try. Without a barrel surrounding the round it is likely the casing will explode sending pieces of brass at high speed, possibly into your eyes. This is one of those "playing with fire" moments.

20 Year Marine vet here gotta agree. Hold the bullet in anything fairly tightly and hit the primer with a sharp object. The projectile may go up to 75 degrees off of center. Rimfires do not apply.

PUT THE SHELL PART OF THE BULLET INTO A VISE AND LOCK IT, THEN PUT ON GOGGLES, PUT A LONG ABOUT A FOOT LONG FLAT CHISEL ON THE SMALL PART OF THE BACK OF SHELL. THEN HIT CHISEL WIT HAMMER. IT SHOULD FIRE OFF THE BULLET. COMMON LOGIC.

Put it in a really hot fire . . . my grandpa shot himself in the leg as a teenager doing that.
