Well your not agaisnt it. It would mean that you don't mind beggers.

Well ask yourself this, is my giving money actually helping the person better themselves, or is my giving of money impedeing that person from finding a job and making there own money? When you give that beggar money, all you are doing is giving him a reason to come back the next day and ask for more. You have no idea what he's going to do with that money, he may go off and buy drugs and alcohol, which is what many of them wind up doing anyway. Give a homeless person money, and you impede them from bettering themselves, instead of giving them money give them a cheeseburger, or a candy bar, never give them money.

"Promoting" doesn't seem like the right word to me, so I'll say no.

thats what my grandpa did, instead of money offered food and a drive to a shelter. They never accepted it but bless his soul for trying to help once he got back from WW2 and could of done anything he wanted for himself.
